As per the Toys Quality Control Order, 2020, BIS has specified that BIS certification is mandatory for all toys manufactured, especially those meant for children below 14 years of age. - Minimum marking fee: Rs. 4.5 per unit for all units with a minimum marking fee of Rs. 98000 for Large Scale, Rs. 79000 for Medium Scale, Rs. 79000 for Small Scale, and Rs. 59000 for Micro Scale Enterprises units. (1 unit= 1000 pcs.)
- BIS testing fee: This fee covers the cost associated with testing of toys from third-party BIS approved laboratories to ensure compliance with BIS standards.

- Application fee: Rs. 1000/- per annum

- Minimum marking fee: Rs. 80 per unit for all units with a minimum marking fee of Rs. 146000 for Large Scale, Rs. 117000 for Medium Scale, Rs. 117000 for Small Scale, and Rs. 88000 for Micro Scale Enterprises units. (1 unit= 1000 pcs.)
- BIS testing fee: This fee covers the cost associated with testing of toys from third-party BIS approved laboratories to ensure compliance with BIS standards.
Concession in the government fee for new startups and MSME units up to 80% discount in the minimum marking fee. The validity of the BIS License is 1 year, after that it can be subsequently renewed for 2, 3 and 5 years. Toy manufacturers have to pay minimum marking fee, application fee and annual fee every year for the renewal of the BIS License.
